The issue of food security has become one of the most widely discussed areas of public policy. And the self-sufficiency rate has been discussed in relation to food security. The purposes of this study are to emphasize the necessity of improving food self-sufficiency rate, to clarify the possibility of raising the rate, and to suggest the policy directions for raising the rate in Korea.
The results of this study are as follows.
First, the current worldwide food crisis is not a temporary price fluctuation but structural and long-term demand-supply side crisis caused by an increase of consumption and stagnation of production. And using trade will have a negative effect on food security from the arguments that world markets are dominated by large multinational trading firms and that exporting countries will short their trade commitments when world prices go up in order to allow lower prices in their won countries. So, it is necessary to improve the food self-sufficiency rate for strengthening food security and establishing food sovereignty.
Second, as the domestic and foreign price gap is decreased by a rapid rise of international grain prices, the cost of improving food self-sufficiency rate is decreased, while its benefit is increased. If we make efforts to increase self-supplied feed by efficient utilization of idle farmland and crop-livestock combined farming, it is possible to improve the rate.
Third, to actualize a possibility of improving food self-sufficiency rate, we have to convert neo-liberalistic agricultural policy paradigm into domestic production-oriented agricultural policy, to establish a target of food self-sufficiency rate more highly, and to secure and efficiently utilize farmland.
