This study sought to analyze both the types of policies and social services needed to ensure the ability of disadvantaged youth to lead independent lives by means of Delphi research. Seventy two experts from residential care, grouphomes, foster care, shelters, local counseling centers and alternative schools provided detailed feedback on policies, services and measures they regard as necessary to enable and support successful independent living on the part of disadvantaged youth. These results produced a number of important suggestions; 1) there is a clear need to strengthen the policy on adolescents as it relates to independent living, 2) there is a need to develop a database system which includes information on self-reliance, 3) enhancing the provision of follow-up services is reqired, 4) there is a need to develop the expertise of care givers, 5) improvements need to be made to the independent living financial support system, 6) more residential facilities need to be made available, 7) affordable legal and medical support is required, 8) help and support in dealing with the problems with biological parents is needed, 9) a systematic self-reliance preparation programs need to be established, 10) any initiatives in this area need also to provide intensive psychological intervention services, 11) a comprehensive system for career development for professionals in this field needs to be put into place, 12) disadvantaged youth require the provision of systematic support for the improvement of their academic and overall educational outcomes, 13) support needs to be given to assist in the development of their social skills, 14) training in their money management skills needs to be provided. The implications and limitations of this study were also discussed.
