Currently, stewardship of natural resources is moving beyond consideration solely of environmental value to embrace social and economic attributes as well. Such approaches can leverage natural resources as a primary means for regional development. In this vein, this study was intended to provide a framework for understanding the use of natural resources for regional economies as well as the characteristics of the different stages of regional development. Natural resources maintain a mutual relationship with “participant”, “activity”, “spatial” and “economic” factors, and undergo a process of regional development that consists of Introductory, Growth, Maturity, and Decline stages. This process allows tailored regional development that responds to a variety of influencing factors, including the characteristics of the region and its systemic capabilities. By performing in-depth analysis on four case studies of Hoesan’s White Lotus Lake, Cheonsu Bay, Suncheon Bay, and Upo Wetland, this study demonstrates the need for customized and differentiated strategies in natural resource use that addresses the specific and unique characteristics of development in a given region.
