Korea’s multi-track simultaneous approach to free trade agreement (FTA) may impart such negative effects as stagnation and conflicts on Korean economy, rather than promote growth and socioeconomic cohesion. Thus, this paper focuses on finding measures to complement and mitigate the negative effects. Particular attention is laid on analyzing spillover effects of FTAs on Korea's industrial and economic structure while finding measures to remedy them in the short to long perspective.
Firstly, it is argued that an implementation of the Korea-US FTA shall systematically influence the Korean economy and thus result in economic inefficiency and socioeconomic inequity. Therefore, immediate efforts should be made towards conducting systematic researches in order to build social trust and minimize the potential undesirable spillover effects.
Secondly, it is argued that Korea’s current multi-track simultaneous approach to FTAs may result in its economic structure stagnating at a ‘middle-value added international division of labor’ type, contrary to the Korea’s efforts for making it a ‘high-value added and high technology orientation’ type in the long run. Subsequent efforts are required to stimulate the relocations of foreign firms to Korea and encourage new enterprises, especially by upgrading the quality of human resources and providing more support towards R&D activities.
