Dinsmore, American minister to Joseon from 1887 to 1890, supported Joseon"s gradual development, not only for its economic impact but also as a means by which China"s continued political interference could be countered. In general, Dinsmore believed that China"s ongoing intervention within Joseon hampered its ongoing process of development. As minister, he recognized that political circles of Joseon at the time were split into a pro-Chinese party and an anti-Chinese party, the latter of which King Kojong was the central figure. With the help of Waeber and Denny who shared anti-Chinese sentiment with him, Dinsmore strived to popularize the slogan of ‘Joseon for Joseon people.’
Dinsmore recognized that the people of Joseon had a general hatred of the Chinese but at the same time feared the possible deployment of Chinese troops. To accomplish his ultimate goal of the protection of American interests, Dinsmore played up American military power and tried to positively influence King Gojong toward America. However, because he was respectful of Joseon people sentiment, he was careful regarding the subject of evangelism by American missionaries in Joseon.
