One of Ross’s (1967) constraints is the complex NP constraint, which means that no element contained in a sentence dominated by an NP may be extracted from that NP. This wh-movement triggers the complex NP island effect, regardless of whether it is overt or covert. Wh-expressions can be decomposed into an indefinite wh-variable and a wh-operator in Korean. The wh-operator is attached to an island like a complex NP, only when the NP is moved out of the clause to which the indefinite variable belongs or is coindexed with its indefinite wh-variable within its dominating clause. What undergoes covert wh-movement to C in the wh-in-situ questions is the whole constituent marked with the wh-op Ø, because the wh-op is attached to an island of a complex NP, which drives the absence of the complex NP island effect; hence, the feature Co[WH] can be discharged by a covert movement of the whole constituent in question to Spec of CP. If the indefinite wh-variable doesn’t occur with a null wh-op Ø, it functions as an indefinite pronoun ‘someone’, which doesn’t have to undergo feature checking; hence, no violation of complex NP island effect.
