The purpose of this paper is to empirically investigate with specifying the gravity model whether the exports volume of the total manufacturing industries in Korea is influenced by the environmental regulation index of EU. To do so it sets up the balanced panel of the model and analyzes whether the stringent environmental policy of EU acts as the barriers for the Korean exports of the total manufacturing industries and specific disaggregated sectors which are divided into those of pollution, non-pollution, homogeneity and differentiation. The overall empirical results show that the Korean exports decrease if the stringent environment policy of EU are in the common operation for the 25 members of EU, but these effects are reverse in case where this policy are in the independent operation for the areas which are separated between Western and Cental Eastern European countries
It is implied that what there exists the negative relationship between the environmental regulations of EU and Korean exports is due to the effect of Porter hypothesis that the private firms and economy as a whole spur the innovation in environmental technologies with more stringent environmental policies and become more competitive in the world markets. What these effects are appeared to be reverse according to the specific areas in EU is due to the effect of pollution haven hypothesis that less stringent environmental policy reduces the production costs and increases the comparative advantage in the production of environmentally sensitive goods. It is suggested that in order to strengthen the competitiveness of Korean exports for EU all the manufacturing firms should establish the environmental management system and increase the R&D investment to bring about the technological innovations for the exporting goods which is environmentally regulated by EU. Also the convincing strategies in the trade negotiation between Korea and EU should be arranged for overcoming restrictions on the environmentally related trade which is enforced by the individual areas in EU.
