Whereas the critical decline of small and medium sized cities, it is very difficult to find out an alternative policy or plan for their poor condition such as the lack of needs. Also, much of ongoing regeneration policy for old city center has not been considered with their characteristics, and many studies on the regeneration has not been considered their city-region, either. So in this study, we tried to find out the proper alternative plan for the regeneration for the old city centers of small and medium sized cities in the local area. For this, we conducted an expert Delphi Survey, and we analyzed with the analytic network process using the data from the survey.
The results of the ANP show that there are differences with the weights of the each goal for the regeneration of old city center. Also, the results show that there are differences with the growth potential indicators of city region and the current status indicators of old city center. Furthermore, to set a proper goal for the regeneration of the each city, we applied the weight-matrix from the ANP results to Chuncheon, Jinju, and Chungju, and found out that there are differences with the proper goal by their current status of old city center and their growth potential of city region. These results mean that the status and the potential of city region should be considered to set a proper regeneration plan, and the ANP is an effective tool for those complicated process.
