This paper was based on the case analysis of Daejon 1ㆍ2 Industrial Complexes that the regeneration project had been on the table by the government. One of goals of this paper was to identify problems and suggest their solutions centered on ‘Law for Industrial Location and Development’ and other industrial complex policies.
Through many previous researches, case analyses, I could identify several problems which have had negative influences on the regeneration schemes of many decrepit industrial complexes in Korea. And I came to know that we had to tackle those problems politically and institutionally so that the regrowth projects targeted on worn-out industrial complexes could be implemented successfully.
Firstly, I dealt with development procedure-related problems, financial assistance, compensation for loss, and incentives for participant companies etc. regarding the regeneration projects. Secondly, ‘Law for Industrial Location and Development’ was critically reviewed in terms of regeneration strategies of industrial complexes. It contained financial assistance from the government, mixed and varied land use regulation, methods for rehabilitation, protection of property rights, and managerial problems and so on.
In response to these legal and institutional problems, I suggested that it should be crucial for the government to make some amendments on the current law and policies so as to boost the regeneration projects of decrepit industrial complexes. After all, revision of the related-law and policies will lay the groundwork for the further development of industrial complexes in Korea which have been trying to increase their competitive edge domestically and internationally.
