This study is a case study which contains examples of activities of fifty eight old people in the 22nd area. They found the following characteristics.
1. The activities of the old: Guide type, Performance type, Sales type, Maintenance type, Administrator type, Merchandise making type 2. The position of the host: Using the talents of the old, Providing the finance source to the old, Helping the organizing the community of the old, Providing the opportunities of participation to the old to the public activities in the local area. 3. Methods to provide the old with participating in the local community activities: By the local union, By the local administration, By the cooperation between the local union and administration. Based on the above characteristics, the participating program by the old Japanese can be divided into four types: Duty type (8 cases), The old club type (20 cases), Cultivating the sales route type (10 cases), Human resource center type (10 cases).
