As a result of going over the examples of the civil right of various media from 1896 until 1910, this study discovered two trends such as “government authorityresistant-type civil right theory” and “national sovereignty-subordinate-type civil right theory”. The government-resistant-typed civil right was advocated by the political organizations including Ilchinhoe, and Daehan Association, etc., and the media including Dongrip sinmun, Hwangseong Sinmun, and Jeguk sinmun, etc., and the government-resistant civil right is showing the directivity in which the universal right, or human rights were linked to the civil right which was again linked to the national sovereignty. Particularly, the civil right was set up as the concept coping with the government authority, but it is confirmed that there also existed a mixture between an aspect of passive right and an aspect of active power in the interior of the civil right.
On the other hand, “National Sovereignty-subordinate-type civil right theory” representatively manifested itself in Chinmokhoe hoebo in 1896 and The Korea Daily News in the late 1900s. In this theory, there is no distinct directivity in which the human right was linked to the civil right which was again linked to the national sovereignty, but the relationship between the national sovereignty and civit right was repeated in circular reasoning. Particularly, this theory is clearly distinct from the government authority-type theory in that the national sovereignty-type theory saw the suppression of the government authority as a thing in the past and perceived that this was repeated in the form of collusion with foreign influence.
