During the 20th century, besides military war, there were resource war and trade war,etc. In the 21st century,the war turns into talent war without blood. In the process of every country’s development in the knowledge economy era, talent have been the core productivity and capital, and the most important strategic resource of politics, economy and culture. Therefore, the strong national power of one country comes from talent in the 21st century, not like from population and military power in the 20th century. The success or failure of talent war will change the whole world pattern.
Along with the enhancement of the concept of democracy, freedom, human rights and the increasing number of transnational flows of immigrants, the international community is now entering into an era of competition for talent. On the question of nationality, South Korea has gone through hard exploration and choice, broke the balance of the single nation-State and single nationality, and began to restrictively recognize dual nationality of excellent talent on January 1,2011. From the 1980 of the 20th century opening has been implemented in China, integration with the world economy, and has achieved brilliant results. However, it also caused serious brain drain.
China"s all-round national strength has been ranked in the world . Meantime,center of the world will gradually shift to Asia. At present, in the war for talent in the world, China is in a disadvantage. With the historical mission of China should prevent the talent drain and improve national competitiveness. It is necessary for China to review and summarize the history and current situation of dual nationality and learn from South Korea"s experience, make the law which is in favour of talent strategy and national strategies, and win the initiative in international competition in the 21st century war of talents.
