This paper is an analysis of Korean public art policy model-developing within the context of Suzanne Lacy’s concept of New Genre Public Art. First, it traces how the concept of public art changed in the United State, as it has always been the basis for pubic art policy. Next, the paper analyzes three public art projects in South Korea according to Lacy’s New Genre Public Art: the Anyang Public Art Project, the City Gallery Project, and the Tomorrow Project of Gyeonggi Cultural Foundation and Bae Young. We find that Lacy’s model is useful for community-based art projects and that in these three cases, the model resulted in a search for compromises in Korean public art policy. For the success of New Genre Public Art, we must attract collaborative practice from communities and establish a infrastructures for maintaining these practices. These models of community art will be successful only if artists, engaged communities, and funding institutions encourage appropriate discourse.
