In recent decades, the concept of responsibility, the human consciousness of something we “ought” to do, has assumed great importance among political theorists. This grave interest seems to be related with the disorder of responsibility in the welfare state; the lost common sense of responsibility among the divided public and irresponsible politicians in the chronically broken welfare state. David Hume’s insight into the nature of responsibility shows how it may be possible both to preserve the two core democratic values, individual liberty and social justice, and to treat the disorder of responsibility. I argue that this possibility depends upon the nonreductive nature of responsibility, the nature which Hume’s insight help to explicate from the differing parties of human mind.
