This study is regarding the methods to make the institution more efficient that designates a specific area as "Fire Protection district" and "Fire Alert district" to prevent fire incidents in various laws and regulations focusing on Seoul. Accordingly, Problems were identified in the designation of districts such as the district designation on the small scale and facility unit that do not fit the purpose of the designation so to speak fire prevention and the lack of the criteria on high-rise building or complex buildings including basements. Besides, there was redundancy in the designation of Fire Alert district and Fire Protection district, which shows the absence of organic correlation between similar institutions. The significance of the district designation is weak, as the rules applying to the buildings in Fire Protection district are not much different from the rules for the general buildings in other districts. In case of Fire Alert district, fire stations in the jurisdiction have established Fire Protection Plan or Inspection and Support Activities Plan. However, in case of Fire Alert district, spatial consideration is required as it lacks infra facility such as Fire Lanes. Based on the problems found in Fire Protection district and Fire Alert district, the methods to make institutions more efficient are proposed in the perspective of district designation and management. From the perspective of district designation, classification of candidate areas, clarification of roles of Fire Protection district and Fire Alert district, and criteria to decide the district from two possibilities are proposed. From the perspective of district Management, the methods to make the Institution more efficient are proposed through the Management of Fire Lane, the Facility Establishment and Regulation Directions in Fire Protection district and Fire Alert district, and the Management Standards for those districts.
