In many countries, a variety of means have been employed to achieve medium to long-term greenhouse gas emission targets. To achieve their emission reduction targets, countries must implement emission reduction plans specifically for urban areas, because carbon emissions from urban areas account for 71% of the total carbon emissions. Unfortunately, current CDM projects, which has almost performed in reducing large carbon emissions of individual unit project, don"t include various activities and have proven to be ineffective and limited in reducing urban carbon emissions. Therefore the goal of this study is to realize the need for introducing an urban CDM and to develop a framework including energy, transportation, water, waste, land-use through gathering the opinion of International Inter-Agency Advisory group. The developed framework was applied to Gwangju city and discuss the possiblity of urban CDM. When a variety of PoA(Program of Activities) are implemented as Multiple Urban CDM, significant reductions of greenhouse gas, as well as positive economic impact, could be achieved. Moreover, such practices could lead to the establishment of new national and city greenhouse gas reduction paradigms via emissions trading systems, which could contribute in the betterment of international community and struggle against climate change.
