As the main theme of community development is changing from construction to management, it is necessary to make an area management organization at regional community. This study focused on a social and economic organization of housing welfare and discussed its perspectives. In conclusion a kind of ’development trust’ includes existing organizations can expand housing welfare service into related new community services. But the problem of gentrification, minority exclusion and sustainability should be solved by providing learning activity service and governmental support with high accountability. An awaiting solution is building way of give-and-take bidirectional interaction between community service provider and receiver.
