The purpose of this paper is to explain the change and current situation of inter-provincial migration in Korea with shift share analysis on inter-provincial migration data in Internal Migration Statistics and Population Census. Many previous studies on this issue have focused on net, but not gross, inter-provincial migration. Since 1970, net inter-provincial migration has been under decreasing trend, but gross inter-provincial migration has persisted on a large scale. Migration depends on the individual’s position in the life course. This paper proposes that Tiebout sorting integrates into a life-course framework and explains current inter-provincial migration in Tiebout sorting based on model searching optimal place subject to individual’s position in the life course. According to shift share analysis on inter-provincial migration data in Internal Migration Statistics and Population Census, this kind of Tiebout sorting transfers aging wave from capital to non-capital area and shifts high-quality human from non-capital to capital area. To investigate the effect of this kind of Tiebout sorting on fiscal federation system related to social welfare service is remaining subject.
