For the Lee Myung-bak administration, intelligence agencies widely inspect to civilians than previous government. Inspections of office of the Prime Minister are different from the previous of surveillance of intelligence agency which are political intentions to target ordinary citizens. This is shown privatization of power to impossible of existing national institutions to the extent of the information work.
Civilian inspectors are as follows of the influence on civil society and the characteristics of human rights violations. First, human rights violations based on civilian inspections are generated by an act with intent of intelligence not because of the inevitable likelihood of between victims and state or victims and perpetrators. Second, violation of human rights offender are not in charge of criminal penalties that destroys the rule of law principles. Third, for everyday life and the public area by obedience to authority, democracy is destroyed as like the principle that is civil society and social relations of state power.
Through the civilian inspections, It is necessary to expand and deepen democracy and citizenship by conducting to democratic and open information disclosure and records management.
