There have been immense qualitative changes in China’s environment since 2000. Korean firms in China that are confronted by these changes need to adopt more aggressive strategies to optimize the use of local production factors and take advantage of the changing material and institutional environments. This strategic shift should motivate Korean firms focused solely on using China’s cheap labor for processing trade to reexamine their strategies. This study answers two questions: 1) How has the rise of Korean firms investing in China been shown to increase exports? 2) Do Korean firms localize successfully in China after overcoming investment risks in the early stages? In this paper, we show that a parent-subsidiary relationship is a very effective way of increasing the amount of trade. However, in spite of the importance of localization, this relationship has become an obstacle preventing localization in China. This study concludes that the parent-subsidiary relationship of Korean firms, which acts as a constraint factor, cannot be removed in a short period of time. Therefore, successful localization may be achieved by increasing interaction between parent and subsidiary firms in the long run.
