This study intends to compare this advanced case with leisure level of the elderly currently residing in Busan area the survey result of interview performed for the focus group of the manpower relevant to the elderly center could be summarized as follows. First, users of the elderly center having good accessibility to local community are the elderly of the later years who are characterized by having an unfriendly (exclusive) attitude toward a new culture. Second, for the elderly center, diversified program pool covering from a function of simple resting place and leisure program to specialized counseling service is required to be planned depending on the needs of the elderly. Third, manpower augmentation for empowering and supporting the elderly center-related personnel and an opportunity of educating clear job assignment are required to be provided. Fourth, the elderly center as a facility of local community also requires an establishment of balanced relationship and a systematic role. Fifth, all the participants of interview raised objection against merge of the elderly centers that focus on budget efficiency only. It was revealed that a natural restructuring was desired to be implemented after re-establishing a function of the elderly center based on a clear regulation and reasonable ground.
