As urban disasters get more large-scale and complex, it is necessary to manage and confront totally and systematically the urban disasters. Yet it is not enough the disaster management system and disaster prevention polices in Seoul.
A purpose of this study is to come up with improvement directions for the disaster management system in Seoul to reduce and prevent urban disasters. This study analyzed present condition of disaster management system in Seoul and other cities. Present disaster management organization in Seoul is not able to manage effectively urban disasters or cope with crises as present management system is decentralized. Also we found several problems concerning disaster management system in Seoul as insufficiency of speciality, irrationality of command chain, and short of disaster database system and so on. And we studied foreign cases on urban disaster management system like as United States, Japan and so on for comparing with that of Seoul and other city.
In conclusion, improvement directions and strategies for unified disaster management system are presented.
First, from an organizational and structural point of view, it need unified disaster management system that can integrate and mediate effectively and efficiently each section of managing agency in an emergency situation.
Second, decision making procedures have to be modified to confer and mediate disasters and safety management projects. And regulations of disaster and safety must be established before setting up Seoul safety management vision plans.
Third, this study suggest that Seoul need unified disaster management database to analyze effectively diverse datum and informations about disaster and safety. It can help to detect and to warn previously risk level and dangerous region to citizen for safer life environment.
Forth, function of emergency plan bureau is coordinated for a direction not to overlap nor to conflict with other departments. The bureau have to play a role as headquarter to generalize and coordinate, and then street-level bureaucracies function as executive to work practical administration.
Fifth, we suggest Seoul metropolitan formulate disaster facing manuals or estimate crisis scenario, and train public officials repeatedly according to that manual. It can make Seoul more rapid confrontation in case of emergency.
Sixth, it need to construct actively disaster management governance normal times that can lead mutual assistance in an emergency from army, police, NGOs and so on.
Lastly this study proposes policies to raise satisfaction and to upgrade speciality of firemen. They are working hard in poor surroundings and they are ill equipped for rescuing lives. We need improve their working conditions not only for firemen but for citizen.
We hope that results of this study will help to develop present state of safety and to upgrade a level of disaster management system in Seoul.
