－Recently, Seoul has been promoting different kinds of new housing policies to meet the growing demands for single-person and two-person households. However, these policies do not properly meet the needs for these households.
－Still the city of Seoul depends on housing improvement projects, such as housing redevelopment or reconstruction project to improve the housing supply. This dependence on housing improvement projects results in the decrease in housing stocks and the provision of medium-sized and large-sized apartments rather than small-sized ones. It also causes a low rate of resettlement for the existing residents and intensifies a housing unstability for non-homeowners.
－The purpose of this study is to provide strategies to increase the supply for small-sized and affordable housing in the Housing Improvement Area in Seoul in order to respond the population changes such as a sharp increase in the number of single-person and two-person households and to ensure housing stability for the non-homeowners.
－First, this study examines the changes of the housing market and policies on small and affordable housing. Then we identifies the problems and issues of small and affordable housing in Seoul by analyzing its existing conditions.
－Based on the survey on the areas with low-rise houses in Seoul, this study examines the housing conditions, housing affordability, awareness of housing improvement projects of local residents and suggests the policy remedy for housing supply.
－Next, this study analyzes the characteristics of the existing houses depending on the type of housing improvement projects and the locations. Thus, based on the comparison between before-redevelopment and after-redevelopment in the Housing Improvement Area, this study examines the changes in housing type and size and the prices in the case study area.
－Therefore, this study identifies the problems and remedies, based on the analyses for the existing systems and conditions, and proposes the solutions for the standards of housing supply, housing redevelopment techniques, implementation process and the systematic remedies for housing improvement to increase small and affordable housing in the Housing Improvement Area.
