This paper is to estimate labor market wage discrimination between the disabled and the non-disabled with Heckman correction for selectivity bias in wage functions that are used in wage decompositions. The data for this analysis come from the 2009 pannels of KLIP(Korea Labor and Income Pannel) and PSED(Pannel Survey Employment for the Disabled). This study has the objective to determine how much of the difference in the wages of people with and without disabilities can be explained by discrimination.
The results of estimating labor market discrimination with the wage decomposition methodology by Oaxaca(1973) indicate that only 36.4 percentage of the difference in average log observed wages between the disabled and the non-disabled is due to discrrimination.
This paper suggests that wage discrimination is the main factor behind wage inequity, so affirmative action could be an efficient policy. On the other hand, the policy to reduce differences in qualifications should be targeted at providing the disabled with better access to quality education.
