The result of this study’s decomposition analysis suggests that the decline in total fertility rate (TFR) in Korea since 1991 is attributed to decline in nuptiality (the fraction of women who are married). If the entire female population is concerned, the fall in TFR is more than fully accounted for by diminished nuptiality; and the effect of lowered nuptiality is partially offset by increased marital fertility. Even if the influence of changing educational attainment is eliminated, the nuptiality change explains a lion’s share of the fertility decline. Measures of nuptiality and marital fertility are negatively related across years and localities, implying that decline in nuptiality was probably caused by factors that are not related to marital fertility. This study suggests that current population policies focusing on encouraging marital fertility will have limitations in boosting total fertility rate in the long run.
