To relieve the shock of unemployment, Unemployment Insurance was introduced at 1995. This unemployment insurance is constituted a set of policy which are employment stability service, vocational development service and unemployment allowances.
Unemployment Insurance has a great role to prevent overcome the social risk, but has a problem of wide blind zone.
The Causes of this blind zone are the introduced way of Insurance system, process of system operation and macro-economy situation. In addition, narrowness of system coverage, improperness of benefit level, unfairness of social security system and uneffectiveness of security system are the other causes of blind zone.
To solve these problems, Several solutions will be suggested.
Firstly, Fine classification of unemployed person’s attribute will enhance the social security system’s effectiveness Second, Adjustment of unemployment allowance level and benefit period will downsize the blind zone of unemployment insurance.
Third, To enhance the effectiveness of social security system, payment of insurance fee should connect with real income of unemployment insurance subscriber.
And last, Introduction of unemployment assistance which operated by tax system should be considered. In this case, multiple social security network of Unemployment allowance-Unemployment assistance-Social assistance will reinforce the social welfare of our country.
