This study aimed to objectively assess where Korean civic education stands and identify its implications for policies by analyzing the result of the 2009 International Civic and Citizenship Education Study (ICCS) conducted by the International Association for the Evaluation of Educational Achievement.
The results of the survey of youths in Europe, Latin America and Asia were as follows : European youths showed a higher level of civic knowledge than Latin American and Asian youths. In terms of civic participation at school, Latin Americans showed the highest level, while Asians showed the lowest. European youths showed the highest level of openness to classroom discussions, whereas Asian youths had a closed attitude. With regard to the model of an appropriate civic society, European and Asian youths significantly valued the aboveboard attitude of politicians.
The survey of youths in five Asian countries can be summarized as follows : Youths in Korea, Taiwan and Hong Kong showed a more negative attitude against government corruptions and public servants’ engagement in politics, comparing to ones in Indonesia and Thailand. Korean youths valued their own convictions in case of disagreements, in contrast to ones in other Asian countries who widely accepted adults’ and parents’ opinions. Overall, Asian youths had a positive view to their identity as Asian, Asian culture, economy and the development of democracy.
Lastly, based on the abovementioned results, the study suggested policy tasks to improve youth’s civic competency.
