Since intercountry adoptions began in the aftermath of the Korean War, debates have raged on the ethics of practice. Although the immediate rationale for South Korea‘s intercountry adoption practice was to meet the humanitarian needs of a war-torn nation, the continuation of intercountry adoptions over South Korea‘s development into a powerful modern nation have led many to question its reliance and continuation of its practice. The more recent debate on whether South Korea should abandon its long-standing intercountry adoption practice, however, has largely been based by whether South Koreans can take care of their children as measured by the number of domestic adoptions achieved annually. What is excluded from this discourse are the nearly 18,000 children who are abandoned or left to grow up in orphanages without the prospect of ever finding a permanent family. In this presentation, I argue the politics of intercountry adoption have obscured our ability to address the needs of South Korea‘s most vulnerable children: the boys and girls residing in orphanages who have been largely excluded from the debate surrounding intercountry adoption. Additionally, I make suggestions on how South Korea can begin to address and create a future for all of its children.
