The major purpose of this paper is to propose an idea of building a “global Korean network community” to promote new patterns of exchange and cooperations between overseas Koreans and their home country. This proposal is a future-oriented basic framework for constructing a new community based on their on-line and off-line communications and interactions of the Koreans who live in the Korean peninsula as well as other countries in the world. A global Korean network community will start as a new type of community called an information and cultural community of all the Koreans in the world, which will gradually evolve into an economic community, and then eventually will become a political community of multi-level governance like European Union. Such a global Korean network community is necessary to be built up in the future in order to effectively respond to the globalization as well as the revolution of information and communication technology which are radically changing our daily lives of all the Koreans overseas and in the homeland at the era of great transformation of the world order in the 21st century.
