This paper aims to elucidate the history of a minority group struggling for their human rights. Massage monopoly of the blind massagist did not originate in Korean history, but during its Japanese colonialism where it was a form of special vocational education. However, this new vocation was abolished during American military rule of Korea after World War Ⅱ, and its status fluctuated between official education of massage in special schools and that of illegal practice. In 1960’s, blind people struggled to attain legality for their massage practice, in the face of strong opposition from both parties of oriental and western medical practitioners. They failed to get recognition under the Yushin dictation regime, their claim as a minority group was recognized and any objection to their entitlement suppressed. This was not simply due to the paternalistic nature of the Yusin regime, but became possible themselves because of the persistence of the blind people who became of their disability had great difficulty in accessing the statutory written laws. Through legal actions and claims for recognition, they obtained their legal right to perform massage. This history of blind massagist is a unique example of human rights history from the bottom-up.
