This article examines political efforts made by Kido Takayoshi (one of the leaders of the new government) with regard to postwar civil adminstration processing after Tohoku War, which took place in the first year of Meiji. The following conclusions were reached as a result of this research.
First, Kido urged the leaders of the new government including Iwakura Tomomi about the importance of instituting the regulations suitable to fuhan-ken sanchisei. He, further, played a role in establishing hanchishokusei requested and persuaded by Ookubo Toshimich. Secondly, Kido proposed control by large fiefdom of the newly occupied areas and, additionally, presented the initial list of prefectural governors after the end of Tokoku War, thus, finally, enabling Tohoku Area (that used to be controlled by the Bureau of Civil Administration) to be subject to Entrusting Operational Control by each domain for the new government. Thirdly, Kido initiated and founded the Ministry of Popular Affairs as well to promote the ‘cultivation’ and ‘care’ of the Japanese public. Fourth, Kido took a strict stance on people resistance that took place during the unified control by the Bureau of Civil Adminstration, and made continuous political efforts like instituting various regulations, on the basis of his idea that social stablity is directly linked to a prompt establishment of the new government in this area. As a result of Kido’s efforts, Tohoku area came under the direct control of the new government and could meet the new era of ‘hannsekihoukann’ and ‘haihannchikenn’.
