The purposes of this study were to analyze the management and welfare programs for senior welfare centers based on the ‘Welfare Indicators for the Elderly’ developed by Kim et al.(2000) and to suggest improvement directions for those organizations. The content of ‘A Social Welfare Service Guide for the Elderly: 1988-2011 editions’ issued by the Ministry of Health and Welfare have been analyzed based on seven categories such as living arrangement, caregiving, income·employment, health·medical care, security, leisure activities·social participation, and domiciliary care services that are classified by the ‘Welfare Indicators for the Elderly’. As a result, programs for senior welfare center have been expanded from the initial stage and the areas of service programs are consistent with the ‘Welfare Indicators for the Elderly’. Based on the results, management and improvement directions for senior welfare center and the ways of development for the welfare programs were discussed.
