The purpose of this article is to examine the relationship between Vichy Government and the Youth Policy. The Youth Policy was first designed as an education policy in the Third republic. It was developed as an administrative machinery of the state for the purpose of persuading the youth’s acceptance of the legitimacy of government power and propagating political ideology, “Revolution nationale”(National Revolution). Secretary-General of Youth was founded to conduct a smooth integration of the government into the French youth communities, and established three official organizations; “Chantier de Jeunesse”, “Compagnons de France” and “Jeune France”. The first two, were against unified educational system such as the Nazi Youth organization, and were established as educational institutions. However, “Jeune France” accepted the political intention f the Secretary-General of Youth to pursue a unified cultural system under the control and support of Vichy Government, and was established as a cultural organization. This proved that a unified system of culture was more important and necessary for the Youth. Therefore, we need to take note f the transition of the Youth policy’s integration into cultural policy, not educational. Since Vichy France, the Youth policy has been established under the cultural policy and this plays an important role in the contemporary state.
