The propose of this study it to evaluation the publicness on social service organization. It has bee argued that publicness is normative conception in social service. After social service voucher schemes were introduced publicness has been disucesd in different way in various approaches. Someone has discussed diminishing publicness of social services, others argued expansion of publicness because of the expansion of public sector roles. So, there is no common of publicness means. Therefore, reviewing discussion on publicness in public adminstration, this study intends to how can evaluation the aspect of publicness on social service organization.
The publicness of social service organizations is related to public values that is fundamental element to give legitimacy. So publicness evaluation of social service orgaization suggested that the degree of acceptance to formal institution normative values in social services. The study has implications to further studies on publicness discussion. The study provides the need for discussion of public value that is the fundamental element on publicness evaluation of social service.
