Currently, Article 20 & 89 of the Consitution of Japan and Article 15 of the Fundamental Low of Education are the existing laws related to religion in Japanese public schools. The common point between these 3 laws is that “Religious education that is biased or education for the sake of a specific religion is not allowed in public schools”.
Religious education in the public education system in Japan is generally classified into 3 categories, namely “Religious knowledge”, “Confessional education” and “Inculcation of religious sentiment”. Of the 3 categories, the debate over the possibility of teaching “Inculcation of religious sentiment” in schools has been a highly conflicted point. The reason behind that is related to the history of independent religious that have developed in modern Japan, namely, 1) The drastic change in the social phase of Jinja Shinto, 2) Christianity, practised by less than 1% of the religious population, playing an important role in education, and 3) The blurring of boundaries between “Religious Education” and “Moral education”.
In this journal, through investigations on textbooks and government guidelines for teaching and instruction used in public schools, and also actual case studies in the classroom, it was determined that 1)Religion is only imparted as a form of knowledge in Japanese public schools, and 2) Of late, there is a change in trend where students are encouraged to think about “Life” and “The Way of Life” in the absence of religious influence. A representative example of that would be “Life Education” and “Kokoro no note” (education of the mind). However, there exists many problems such as the methods being a simple passing on of knowledge, and also too unrealistic and abstract. As a solution to these problems, a certification examination titled “The specialist in religious culture” was started so as to implement in schools, religious culture education that deals with the religious issues in diverse religious cultural traditions and modern society.
