This study aims at developing valid and detailed descriptors of the Korean 9th graders" achievement levels in the English section of the National Assessment of Educational Achievement(NAEA). This test is administered every year to all 9th graders to evaluate their achievement levels in four language skill areas, i.e, listening, reading, speaking, and writing, in relation to the National Curriculum of English. To develop valid and detailed level descriptors for each skill area, the following analyses were employed step by step. First, the items on the NAEA English tests from 2006 to 2009 were statistically analyzed, and based on the correct response probability criteria for being a level representative item, all the test items were classified into three categories, i.e., those that anchor at the advanced level, those that anchor at the proficient level, and those considered indicative of skills at the basic level. Next, all the items in each category were analyzed in relation to the achievement standards each item addresses. In this way, the NAEA achievement standards addressed by the NAEA items were classified into three categories, i.e., advanced level standards, proficient level standards, and basic level standards. Lastly, the achievement standards were simplified, combined, and integrated into more general descriptions for each achievement level group’s English proficiency. These detailed descriptors of each achievement level provide detailed information regarding what each proficiency group of Korean 9th graders know and can do in four language skill areas.
