The study analyzes effects of a political system"s power concentration and dispersion on financial prudence in 55 countries by using principal component method. Controlling variables related with state capacity, governance, and economic condition, it finds “the more concentrated, the better financial soundness,” which empirically supports ‘policy decisiveness’ view rather than ‘policy credibility’ one. The effect comes from the fact that power-dispersed systems feature 1) inconsistent policy signalling from various policy makers; 2) information asymmetry; and 3) more costs involved in decision making process. Power-concentrated system is expected to execute financial policy consistently responding quickly to economic turbulence, which is an important political merit instrumental in surviving the unstable, crisis-ridden, and unexpectable global finance.
