Report Errors
Safety, Reliability and, Affordability are the fundamental components of Energy Security. Recently, Economy and Environment became the elements to be considered in Energy Security.
Renaissance of Nuclear Generation with exhaustion of fossil fuel and climate change met the serious challenges after Fukushima Accident in March, 2011. While the First Nuclear Renaissance raised with oil price crisis in 1973 and 1979 disappeared because of Three Miles Island Accident and Chernobyl Accident, Safety issues which are arisen with Fukushima Accident cast serious concern in Nuclear Energy.
According to ‘Energy Outlook 2013’ published by IEA, it is anticipated that World Nuclear Generation of 2,584 TWh in 2011 will grow to 4,300 TWh in 2035. The share of Nuclear Generation will be 12% of total electricity mix. Except South Korea, the portion of Nuclear Generation will decrease continuously due to problem of safety.
‘The Second Basic Energy Plan’ formed by the Government of South Korea in December 14, 2013 is saying that the share of Nuclear Generation in 2035 will reach 29% of total electricity mix and 7 Nuclear plants with 7GW capacity will be built in addition to 11 Nuclear plants which are under construction or under plan.
On the hand, the Government of Japan declared ‘The Third Basic Energy Plan’ in December 6, 2013 in which the main point is that Japan will keep Nuclear Generation as important electricity source for addressing climate change and cost reduction in energy with strengthening safety.
Even Nuclear policy of Japan just after Fukushima Accident was ‘No Nuclear’, it has changed with the political and economical circumstances. Finally, with ‘The Third Basic Energy Plan’, Japan announced that it will be a Nuclear friendly country.
In the article, social and economical effects of nuclear accidents and the international responses to the accidents will be analyzed. After that, implications for Nuclear Safety in South Korea will be found from those former accidents.
