Safety, Reliability and, Affordability are the fundamental components of Energy Security. Recently, Economy and Environment became the elements to be considered in Energy Security.
Renaissance of Nuclear Generation with exhaustion of fossil fuel and climate change met the serious challenges after Fukushima Accident in March, 2011. While the First Nuclear Renaissance raised with oil price crisis in 1973 and 1979 disappeared because of Three Miles Island Accident and Chernobyl Accident, Safety issues which are arisen with Fukushima Accident cast serious concern in Nuclear Energy.
According to ‘Energy Outlook 2013’ published by IEA, it is anticipated that World Nuclear Generation of 2,584 TWh in 2011 will grow to 4,300 TWh in 2035. The share of Nuclear Generation will be 12% of total electricity mix. Except South Korea, the portion of Nuclear Generation will decrease continuously due to problem of safety.
‘The Second Basic Energy Plan’ formed by the Government of South Korea in December 14, 2013 is saying that the share of Nuclear Generation in 2035 will reach 29% of total electricity mix and 7 Nuclear plants with 7GW capacity will be built in addition to 11 Nuclear plants which are under construction or under plan.
On the hand, the Government of Japan declared ‘The Third Basic Energy Plan’ in December 6, 2013 in which the main point is that Japan will keep Nuclear Generation as important electricity source for addressing climate change and cost reduction in energy with strengthening safety.
Even Nuclear policy of Japan just after Fukushima Accident was ‘No Nuclear’, it has changed with the political and economical circumstances. Finally, with ‘The Third Basic Energy Plan’, Japan announced that it will be a Nuclear friendly country.
In the article, social and economical effects of nuclear accidents and the international responses to the accidents will be analyzed. After that, implications for Nuclear Safety in South Korea will be found from those former accidents.

에너지 안보는 에너지의 안정성, 신뢰성 및 적정한 가격을 기본적 요소로 한다. 최근에는 여기에 경제에 미치는 에너지의 영향 및 에너지와 환경 문제를 포함하여 종합적인 에너지 정책이 필요하게 되었다.
화석연료의 유한성과 기후변화로 인해 새로운 중홍기를 맞이한 원자력이 주춤하게 된 것은 2011년 3월 일본 후쿠시마 원전사고 때문이다. 즉, 1973년과 1979년 두 차례의 유가폭등 이후 제1차 원전 중홍기를 거쳐 쓰리마일 원전사고와 체르로빌 원전사고로 인해 후퇴하였으나, 기후변화문제와 이산화탄소의 배출이 거의 없다는 친환경성으로 인해 새로운 중홍기를 맞이하지만 2011년 3월 일본 후쿠시마 원전사고로 인해 원자력의 안전성 문제와 전력믹스에서 원자력의 중요성 부분에 대한 의문이 제기된 것이다.
국제에너지기구(IEA)의 2013년 에너지 전망에 따르면 2011년 2, 584 TWh인 원자력 발전량이 2035년 4,300 TWh로 성장할 것이며, 전력생산 비중은 12%를 유지할 것으로 예측되고 있다. 다만, 우리나라를 제외하면 OECD 국가에서의 원자력 발전은 안전성 문제로 인해 지속적으로 감소한다. OECD 국가 중, 우리나라가 2035년까지 원자력 발전의 용량을 27GW까지 추가할 것으로 예상되고 있기 때문이다.
2013년 12월 4일, 정부가 확정한 제2차 에너지기본계획에 따르면 우리나라는 2035년까지 원전 비중을 29%로 높이고 현재 짓고 있거나 계획 중인 원전 11기 외에 7GW 규모의 원전 설비를 더 건설하게 된다. 100만㎾급 원전 7기를 더 건설한다는 의미다. 결국 현재의 원전 23기와 건선계획이 확정된 11기에 7기의 원전을 추가하면 2035년 국내 원전은 총 41기로 늘어나게 된다.
한편, 후쿠시마 사고를 경험한 일본의 경제산업성 자원에너지청 기본정책분과회의는 2013년 12월 6일 제3차 에너지기본계획 개정안’을 발표했는데, 그 원자력과 관련된 핵심적 내용은 온난화대책과 에너지비용 절감 측면에서 안정성을 전제로 원자력 발전을 계속해서 중요한 전원으로 활용한다는 것이다.
후쿠시마 원전사고 이후, 간 나오토(菅直人) 당시 총리는 ‘탈 원전’을 선언했으나 같은 해 9월 2일 취임한 노다 요시히코 총리는 즉각적인 ‘탈원전’은 현실적으로 어렵기 때문에 일본정부는 안전성을 우선시하겠다면서 한 발짝 물러났다. 하지만, 2013년의 제3차 에너지기본계획안은 이보다 더 원전 친환적인 정책을 제시하게 된 것이다.
이 논문에서는 기존에 발생했던 원전사고의 사회ㆍ경제적 영향, 특히 후쿠시마 원전사고의 영향에 대한 분석과 국제사회의 대응을 검토한 후, 우리나라의 원전 안전성 확보를 위한 제도적 시사점을 찾아보고자 한다.
