In South Korea, the Democratic Party of Korea(DPK) was established on September 16, 1945. DPK set up a strategy of first government establishment then anti-trusteeship to deal with the American-Soviet Joint Commission(ASJC). DPK divided the decision of the Moscow Agreement into two different parts and interpreted it in a phased and functionalistic manner. Based on its phased interpretation DPK insisted to participate in the Moscow Agreement in line with the internationalist cooperation stance. DPK was in the center of `the realist group` saying to sign on the 5th agreement announced by the 1st ASJC and individually participate. During the 2nd ASJC, DPK also calmed controversies inside and outside the party and overcame the objection by Syngman Rhee and Gu Km to lead `the United Council for Establishment of Korean Prov. Govt.` for the right wing participation in the commission. Even after the rupture of ASJC, DPK did not give up the internationalist cooperation. But its target was narrowed to the U.S.-centered free world and it supported UN-led general election. DPK`s functionalistic interpretation on the Moscow Agreement made it have a different understanding from the Syngman Rhee/Gu Kim group who though of the provisional government setup and trusteeship as a whole series of process and rejected the whole process or the left wing which argued for general support.
The selective response of DPK to ASJC was possible mainly because of the existence of strong support of U.S. Military Government(USAMGIK). As a ruling party under the USAMGIK existence, DPK established a strategy to a work as a partner to the U.S. and provisional in the provisional government foundation via ASJC. There may also be another political calculation that even though ASJC turned out a failure, the party could still lead South Korea`s independent government foundation by reinforcing cooperation with the USAMGIK in the mean time. But it was a choice hard not to be criticized for abandoning the ethnic group in search of foreign cooperation.
