Examined in this article is Goguryeo’s policy of Liaoxi (the Western part of the Liao region), which was reflected in Goguryeo"s trade activities in the 5th and 6th centuries. Since the 5th century, Goguryeo maintained trade relations with neighboring nomadic societies, thus engaging itself in intermediary trades between agricultural and nomadic societies. Liaoxi became an important region in Goguryeo’s foreign trades that connected the agricultural areas of Goguryeo with nomadic societies in the West.
The Liaoxi region, located on the eastern end of Eurasia where agricultural and nomadic zones were overlapping with each other, was connected in the 4th and 5th centuries with the Silk Road route. Through that region, Goguryeo established trade relations with nomadic societies in inner Asia and Western China, as well as the Chinese mainland. Goguryeo soon found it very much necessary to control parts of Liaoxi so that Goguryeo could protect its trade efforts arranged with various ethnic groups and other nomadic societies in the West. Goguryeo considered Liaoxi as a crucial center for its intermediary trades between agricultural and nomadic zones.
Nomadic societies, such as Rouran and Eastern Turks, various Southern Dynasties and Goguryeo all co-existed in Liaoxi in the 5th and 6th centuries. As these countries played an important role in establishing an East Asian international order, any development of a situation in Liaoxi could cause a major change in the international dynamics of East Asia. Goguryeo perceived a balance of power among these countries in Liaoxi as a critical factor to the regional security. And it implemented certain measures to practically promote its foreign policy and maintain its own hegemony in Northeast Asia.
