This study aims to analyze problems with Korea cultural ODA and suggest for the improvement based on the problems. Before examining present condition for Korea cultural ODA, I analyze overall Korea ODA by investigating present condition for Korea ODA. In doing this, regression analysis is used for in-depth analysis. Furthermore, world, Japan, and Sweden"s cultural ODA are comparatively analyzed, and based on these, I found the problems with Korea cultural ODA.
As a result, both Korea ODA disbursement and ODA disbursement as a percent of GNI continue to increase. Especially, regression result shows that Korea"s increase in ODA disbursement caused by increase in GNI is ranked 4th among OECD countries. This result implies that Korea"s ODA disbursement is sensitively changed depending on change in GNI. Cultural ODA disbursement also has continuously increased. In addition, Korea"s cultural ODA disbursement as a percentage of total ODA disbursement is high enough to be ranked second among OECD countries. However, the fact that culture field is omitted from Korea ODA model indicates that importance and necessity of cultural ODA is not well recognized in Korea. Moreover, by examining cultural ODA policies carried out by various departments of the government, I can realize that the primary purpose of Korea cultural ODA is to advertise the superiority of Korean culture similarly with Japan"s cultural ODA policy, resulting in hindrance to world cultural diversity.
Based on these problems, this study suggests that recognition for importance of cultural ODA should be enhanced, regional experts should be fostered to improve cultural diversity and effectiveness for development cooperation, and division of aid should be attained through choice and concentration.
