This paper aims to explore the concept of "environmental werlfare" as a new framework of environmental policy to deal with emerging environmental challenges and social inequality at the same time. Large-scale and global environmental hazards such as climate change, loss of biodiversity and stresses on food-producing systems pose a major threat to human health and well-being of the future generation as well as the present one. Furthermore, the socially and economically disadvantaged are often more vulnerable to increasing environmental risk, and environmental goods and services vary between different areas and communities. The welfare state, faced with new challenges, reveals limitations to ensure the quality of life, which demands a new paradigm to link the environmental inequality and social inequality. The concept of "environmental welfare" is founded on the premise that a clean and healthy environment is vital for everyone"s quality of life and happiness, and it puts priority on environmentally vulnerable groups excluded from minimum environmental services. "Environmental welfare" is an emerging concept in environmental policy, therefore, in this paper a preliminary theoretical framework is constructed by reviewing similar concepts such as environmental justice, environmental equality and sustainable development. This paper also suggests basic principles and guidelines of environmental welfare policy, which should be developed in detail in the future research.
