This research aims at providing policy implications for building effective urban collaborative governance system based on case analyses of two mixed use commercial developments: Times Square in Yungdeungpo-Gu, Seoul and Americana at Brand in Glendale, California. As an analyzing framework the collaborative governance model developed by Ansell and Gash (2007) is employed to examine leadership, institutional mechanism, and the process of dialogue, trust-building, and interest sharing. It is concluded that the role of local council has been so crucial as a major actor and mediator for the American case solving conflicts related to traffic congestion and expected sales decrease in nearby markets. On the other hand the local council of Yungdengpo-Ku, Seoul has played a minimal role with many conflicts among stake holders still unresolved. It seems urgent to reinforce transparency in decision-making process in a Korean case by benchmarking the open, formal and multi-directional interactive mechanism of the American case in order to minimize conflicts and maximize mutual trust. Based on these case analyses the public-private partnership used for Americana at Brand project is evaluated to be more effective than the market oriented mechanism of Times Square project in encouraging better partnership among stake holders and producing more social benefits.
