In the advent of globalization and transnational migration, nation-states tend to realign the boundaries of citizenship to deal with economic openness for prosperity and to respond to the universal norms of human rights. To examine the state and extent of realignment of citizenship in Korea and Japan, this article compares the institutional processes to introduce voting rights of expatriate citizens and resident foreigners. Both countries have experienced similar process in establishing political rights of non-resident nationals: petitions from expatriate organizations, lawsuits and court decisions to revise voting rights limited in national territory, and revision of election law for expatriate votes in homeland. However, political rights of resident foreigners traced quite different trajectories. Despite active civil movements for local voting rights organized by resident foreigners including Jainichi Koreans and supported by many local governments for several decades, foreign dwellers are still deprived of political rights in Japan. In contrast, Korea became the first Asian country to introduce local voting rights of foreigners. This institutional change has been achieved not by bottom-up mobilization but by top-down leadership. This process has been accelerated by several factors: political leaders intention to occupy a advantageous position to conciliate Janichi Korean"s rights with Japanese government, the influence of democratization process, and the absence of organized resistance against foreigners" political rights.
