The consolidation of the Russian Federation has been designed to enhance the efficiency of the federal government"s managing local governments and try to boost the economy of underdeveloped regions. In this process Ust-Orda Buryat Autonomous Okrug and Agin-Buryat Autonomous Okrug were merged into Irkutsk Oblast and Chita Oblast respectively.
Russia, as multiethnic country, ethnical issue takes on substantial importance in terms of building and subsisting federation. It is a matter of concern that how the multiethnic states could improve both ethnic factor and consolidation of federal states with balance from now on while taking into account the principle of a constitutional state as well as the principle of self-determination.
In this thesis, the preservation of national culture and the identity of Buryat autonomous regions, which have gained so called ‘special status’ in the consolidated Russian federation, will be viewed in the light of examining primary factors that are related to the improvement of Buryats under the condition of Russian federalism.
