This study focused on the location and expansion alternatives of funeral facilities according to changes in the demand for funeral culture. In 2012 the number of deaths are about 260 thousand people and cremation rate has increased until 74.0%. Also natural burial preferred to bongan after cremation. However, the local government could not have enough and timely funeral facilities owing to various reasons. By recent amendment of the funeral law. local governments must construct the mid-long term expansion plan of funeral facilities in accordance with central government`s plan. The local governments should effectively achieve this purpose as follows ; First, recognition changes of the people about funeral facilities should be realized as no more hate facilities. Second, the cemetery and enshrinement facilities should become socio-friendly facilities. Accessibility is important so that local residents should be able to find. Third, the Nursery for cemetery facilities should be environmentally friendly. Redevelopment of existing facilities, and to ensure the middles finger should be natural. Finally, the funeral of cultural policy should be switched demand-driven. It is necessary to meet changing business needs. Also, conflict management should be well designed. From the data and policy evaluation, the future policy directions are reviewed and suggested.
