Supreme Court of Republic of Korea sentenced a critical judgment related to historical conflict between Korea and Japan in 24th of May, 2012. In the judgment, it was declared that Korea had been forcibly occupied by Japan. It means that Japan-Korea treaty of 1910 was illegal therefore compensation for the illegal forcible ruling had to be done. According to such judgment by Supreme Court, Koreans became to have legal bases to demand compensation for damages under Japanese rule. Based on this standpoint, this paper demonstrates that general mobilizations of Koreans under Japanese rule had been done with organic and administrative inter-relationship between Japanese Fascist system and Chosun Government-General. This kind of academic historical political researches can be used as proofs to prove forcibleness and injustice of Japanese colonial rule and mobilization. Therefore, through such historical political researches we can accumulate materials to prove the illegalness of Japanese rule. Now, the problem of historical conflicts between Korea and Japan should be approached objectively and gradually in a long term excluding emotional responses apart from political approaches.
