This study summarizes changes in understanding of the society of South Korea among North Koreans since the year of 2000.
Since 1990, common residents in North Korea have faced serious crises including starvation. In response, Kim Jung Il"s regime selected South and North Korea cooperation as a strategy for national survival. The Geumgang Mountain tour project was followed by 2000 South and North Korea summit meeting and the Gaeseong Industrial Complex project. In addition, South Korea"s humanitarian economic support for North Korea, socio-cultural exchange, large-scale aids and visiting of about ten thousands of human resources every year have been conducted.
Although the regime of North Korea tried to maintain the system and control its residents, the increase of their contacts with South Korea and the outside was inevitable. Among both high and low classes, North Koreans were exposed to contacts with South Korea and the outside more frequently, and information of the outside was rapidly spread among regions and classes throughout North Korea.
Since 2008, the South and North Korea relationship has been stagnant, but North Korean residents have continued to expand their understanding of the outside by advancing abroad, trading with China, contacting with tourists from the outside and North Korean defectors residing in South Korea, and so forth.
In line with such changes in awareness of South Korea among North Korean residents, governmental policies to North Korea need to be more active in appealing to the minds of North Korean residents. It is necessary, for example, to present our will to cooperate with North Korea through broadcasting programs and conduct a variety of socio-cultural interchanges so that North Korean residents could be given more opportunities to contact with the outside.
