The position of Korea in a global society has changed from an ODA recipient into a donor country. Korea’s experience in urban development that has accumulated by dramatic economic growth over the last several decades is often highlighted as a benchmarking model of developing countries in terms of efficiency. Given the expectation that international development cooperation projects will increase continuously, this study suggests objective, rational frameworks by identifying indicators and assessing the weight of each indicator. We firstly conducted in-depth interviews with selective ODA practitioners to identify indicators. Next, using AHP method, we analyzed relative importance of indicators based on the expert survey specialized in urban development/infrastructure. Results showed that the potential of national interest(0.384) ranks as an item with the highest weight at the first level which is followed by effectiveness(0.277), sustainability(0.22), and efficiency(0.119). Regarding overall composite weight, business abroad of domestic company(0.116), project implementation(0.104), and international trust-building(0.095) were highlighted as a vital item. Based on those findings, it is expected that the future demand for ODA projects will stem from national economic benefits rather than from project efficiency. Therefore, both systematic coordination for project implementation and collaborative framework for partnership are necessary to successfully fulfill project outcomes.
