Domestic Construction Industry has been mostly performed focused on labor-intensive construction phase based construction industry. Domestic Construction Engineering Industry had little degree of development. However construction engineering industry, the core, high valued-added, and brain-intensive field among construction industries, has been insufficient compared to developed nations in the fields of professionally-skilled human resources and had been the hindrance quantitatively as well as qualitatively. In order to promote problem improvement and suggest competition strategy for domestic construction engineering industry to successfully expand overseas, this study examined current situation and problems of overseas expansion strategy, policies and system of domestic construction engineering industry and, based on these data, deducted development plan for successful overseas expansion strategy as:
First, domestic construction engineering industry, to expand overseas, needs to train professionally-skilled human resources, which contain foreign language skill and integrated capabilities. In order to fulfill this, government and organizations such as association, and universities needs to develop continuous construction engineering programs to train professionally-skilled human resources based on field works;
Second, domestic construction engineering industry mostly obtain orders in low-profit & high-risk fields. Also since orders are concentrated in partial area, diversification in ‘order zone’ is necessary. In order to achieve competitiveness, M&A in various field is needed;
Third, since abilities such as design ability and capacity of project management are insufficient compared to developed countries, in order to develop technical skills of overseas construction field into a higher value-added business, investment in construction technology should be expanded and R&D should be supported, making opportunity of entering overseas market increase;
Fourth, unnecessary strain from relevant regulation should be removed and fields of construction engineering should be integrated and simplified in order to promote development in competitiveness. Also, plans to estimate construction cost according to level of difficulty in construction work and technology and to make domestic and foreign financial institution finanacially support overseas expansion of construction engineering industry should be made.
Finally, in order for domestic construction industry to increase profitability and strengthen competitiveness in overseas construction field, ‘control tower’ which construction is led by government is necessary. ‘Control Tower’ should be composed as consultative group to increase competitiveness of oversea construction, formed by joint participation of government, domestic construction firm which entered or want to enter global market, engineering company, construction design company, professional construction industries and etc.
Government-centered ‘control tower’ should perform the role of offering integrated information from market research of early stage to economic feasibility of projects and provide support in various fields including political and financial fields. Due to construction of ‘control tower’, Domestic Construction Engineering Industry will obtain global competitiveness in oversea construction market. In order to achieve this result and make oversea construction contribute to development of national economy, cooperation of industry, government, universities, and research institutes is necessary.
